Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
Safari:
Firefox: OK
IE: OK

What steps will reproduce the problem?
1. Create a multi-column layout with a separator, using
`-webkit-column-width` and `-webkit-column-rule`
2. Modify the content such that the height of the outer element changes

What is the expected result?

The separator updates its height to reflect the new parent size.

What happens instead?

The separator keeps its old height, and extends outside the parent element,
until it is updated by other means, such as resizing the window.

Please provide any additional information below. Attach a screenshot if
possible.

The page at http://poe.rivsoft.net/maps/ demonstrates this issue - change
the value of the first `select` box to Low or High, and watch the separator
retain its old size despite the entire box changing its height.

Able to repro this issue on Windows 7, MAC (10.11.3) & Ubuntu Trusty
(14.04) for Google Chrome Stable Version - 48.0.2564.109

This is a Non-Regression issue existing from M30 - # - 30.0.1549.0

Sorry I'm a little confused on what that video is showing. The problem is
that the separator between the columns is sticking out of its parent, which
isn't visible on the video.
