UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like
Gecko) Chrome/46.0.2490.4 Safari/537.36

Steps to reproduce the problem:
1. Check chrome://gpu; notice that most is software rendering
2. Enable chrome://flags/#ignore-gpu-blacklist and restart
3. Check chrome://gpu; notice that most is software rendering
4. Pass --ignore-gpu-blacklist via command line to chrome
5. Check chrome://gpu; notice that most is hardware rendering

What is the expected behavior?
chrome://flags is expected to work the same as passing the flags manually

What went wrong?
Only cmd line argument is accepted

Did this work before? N/A

Chrome version: 46.0.2490.4 Channel: dev
OS Version: Ubuntu
Flash Version: Shockwave Flash 19.0 r0

I notice this exact behavior. Setting ignore-gpu-blacklist via
chrome://flags/#ignore-gpu-blacklist doesn't have any effect -- but
manually adding it to the command line works.
