Iam #35 and solve the problem.
My notebook is old, video onboard Intel 965.

Enable Use hardware acceleration when available (advanced settings)
The problem I had was split video ap and down, how differents speeds up and
down, and the view how one webcam, look choppy, in YOUTUBE.- (I dont use

Some days before of solve the problem for one misconfiguration, in
automatic form, I Reset browser settings.- (but this no solve the problem)
After this I clear Cache (who no solve the problem) and Clear Cookies, and
with this I solve my problem!
If no solve the problem with clear Cookies trie also clear Cache.
And Reset browser settings:
Iam sure this solve the problem in Youtube, (I dont use many flash).
(for reproduce the problem maybe you need one old computer, video onboard,
and with one used Chrome)
1- Update Chrome chrome://chrome/
2- Clear "Cache" and "Cookies and Site Data"
If this no help trie:
1- Update Chrome

3- Clear Cache and Cookies site data:
If this dont solve the problem, check the speed of your CPU.
