Vapier, thanks for the quick response. `sudo su -` fails in an identical
manner.

There has been much back and forth as to `sudo -i` vs `sudo su -` in prior
reports of this issue, honestly I do not believe that it makes a difference
as the resulting environment is identical. `sudo -i` will source the
profile for the root user, as can be confirmed by analysis of output from
`env`

Also, my device took an update from 5481.91.0 to 5978.80.0 and the issue is
still present.

The emerge process will continue after the above listed 404 error, but the
emergence of virtual/target-os-dev fails while attempting to emerge
tcpdump... The emerge output shows that there is difficulty in loading the
python libs, as well as an error stating that tcpdump is not available with
any known portage overlay. I am including the emerge output as well as the
build log.

After trying various things on my acer c720 it is clear that the root
problem is that the package list is missing. Speccifically (for my version
of chromeos) the file
https://commondatastorage.googleapis.com/chromeos-dev-installer/board/peppy/canary-R39-6310.68.0/packages/package.provided
cannot
be downloaded. This cripples emerge because there is no package list
and causes the error reported above.

I assume this package file is missing for a number of recent builds based
on the comments on this issue. Has anyone got a package list that can be
manually downloaded that would fix this?

this is too much noise here and people conflating unrelated issue

tcpdump failing because of missing user/group is issue 402673. that looks
like the original error in this report, so duping it as such.

the PORTAGE_BINHOST / "missing sets" / "problem with sandbox" messages are
not fatal. just ignore it for now. this is documented in issue 445984.

gmerge failing as mentioned in comment #8 is a new issue. please file a
dedicated bug for that.
