Steps to reproduce the problem:
Have chrome sync enabled, change google account password.

What is the expected behavior?
After change, when prompted to sign out and sign in again, sync should
resume

What went wrong?
Endless loop of signing out and signing in again has no effect. Chrome
still prompts to sign out and sign in again. The only fix I have found is
to completely disable sync on the dashboard, then attempt to access "other
devices" on all sync'd devices to make them aware that sync is disabled,
then reenable it and enter the new information on all devices.

One more detail that may or may not be relevant (seems like it should not
be): I have set an encryption passphrase.

I tried reproducing this bug with the the latest build on trunk
(31.0.1614.0) and was able to get sync working after changing my password
and responding to the auth error. This worked from the red box on the
settings page and from the chrome drop-down menu. I was able to verify the
behavior with and without a custom encryption passphrase.

corvinr@: To help debug further, could you answer the following questions?

1) Have you completed the process of clearing your data from the server via
the dashboard?
2) If so, have you been able to get sync working on all your devices?
3) If sync is still broken on your chrome OS device, could you copy-paste
the about:sync section from the chrome os device and from a device for
which sync is working properly? (This establish the passphrase type as seen
by the server, and help determine if that was the cause)
4) When you made multiple attempts to sign in after changing your password,
do you recall if the dialog showed you a "sign in" button, or if it simply
showed you a password field? (You should have seen a "sign in" button)
